Several new Maryland property tax laws take effect on June 1, 2026, bringing expanded tax relief opportunities, stronger protections for inherited homes, and better access to information for homeowners across the state.
Some of the new laws apply statewide, while others give local governments the option to create additional tax relief programs.
Statewide Changes
HB 1330 – Year-Round Applications for the Homeowners’ Property Tax Credit
Beginning in Fiscal Year 2028 (taxable year 2027), Maryland homeowners will be able to apply for the Homeowners’ Property Tax Credit year-round instead of during a limited filing period.
The change is intended to make the program more accessible, particularly for homeowners whose financial circumstances change during the year.
SB 765 / HB 1148 – Legacy Protection Program for Inherited Homes
This legislation creates a new Legacy Protection Program within the State Department of Assessments and Taxation (SDAT).
The program is designed to help heirs become legal title holders of inherited homes, prevent inherited properties from going to tax sale, and support families remaining in generational homes.
HB 1096 – Property Tax Bills Must Include Tax Credit Information
Starting June 1, county tax collectors must include a website address or QR code with property tax bills directing homeowners to information about available property tax credits and how to apply.
The goal is to improve awareness of tax relief programs and make application information easier to access.
Local-Option Property Tax Programs
The following laws authorize counties and municipalities to offer additional property tax relief programs, but implementation will vary by jurisdiction.
HB 842 – Property Tax Credit for Surviving Spouses of Service Members
This bill allows local governments to establish property tax credits for surviving spouses of military service members who may not qualify for existing exemptions.
Local jurisdictions may determine the amount of the tax credit, eligibility requirements, duration of the benefit, and application procedures.
HB 1611 – Expanded Eligibility for Disabled Veterans and Surviving Spouses
Beginning in Fiscal Year 2027, this bill increases income limits for an existing local property tax credit available to certain disabled veterans and surviving spouses.
The income threshold increases:
- From $100,000 to $150,000 for individual filers
- From $200,000 to $300,000 for joint filers
The change is expected to expand eligibility for military families seeking local property tax relief.
What it Means for You
These new Maryland laws reflect a broader effort to improve housing stability, increase access to tax relief, and provide better support for homeowners across the state.
For current homeowners, the changes may open the door to valuable savings and stronger protections. For buyers, they offer additional reassurance that Maryland continues working to support long-term homeownership.
As always, homeowners should stay in touch with their local tax office, county government, or trusted real estate professional to learn how these new laws may apply to their specific situation.
