Beginning July 1, 2025, Maryland renters will notice a new publication included with their lease: the Tenants’ Bill of Rights. This resource is published annually by the state Office of Tenant and Landlord Affairs.
This document summarizes existing state laws pertaining to tenants and requirements of landlords. This includes:
- Information on rental application fees and screening reports;
- Lease requirements and termination notice provisions;
- Payment of rent, late fees, and rent increases;
- Security deposit amounts and refunds;
- Condition of rental units;
- Eviction proceedings;
- Opportunities to purchase your rental unit if it is being sold; and,
- Illegal activities by landlords.
Tenant Eviction Resources
In addition, the Tenants’ Bill of Rights also has resources renters can use if they are facing eviction or have a dispute with their landlord.
The Tenants’ Bill of Rights was established under Maryland’s 2024 Renters’ Rights and Stabilization Act. Each year, it will be updated to reflect changes in landlord-tenant laws in Maryland (which will normally go into effect on October 1st of each year they are passed). These forms have been translated into 18 different languages to ensure all Maryland renters understand their rights and protections.
