You might have heard of Section 8 housing but not how the program works or how to apply. Let’s look at this housing program and how it might help you afford a property to rent or purchase.
What is a Section 8 voucher?
The Housing Choice Voucher Program (informally known as Section 8) is a federal housing program under the Department of Housing and Urban Development (HUD). It was created to assist low-income families, the elderly, and disabled individuals with affordable housing that is safe and in good condition. Even though it is a federal program, you can access the program through the Maryland Department of Housing and Community Development (DHCD).
How do I know if I’m eligible?
To be eligible, your family’s income cannot exceed 50% of the median income of the county or area where you want to live. You can find the income guidelines for 2024 from the DHCD website.
How do I apply?
If you believe you meet the requirements for the program, you can apply through the DHCD website. You will be asked to provide information on your family makeup, income, and assets to verify if you’re qualified for the program.
If you are qualified, your name will likely be placed on a waiting list due to the high demands for these programs. There may be some instances where immediate help is available, but it’s best to expect a wait. Maryland’s waitlist is opened as allowed, based on funding availability from HUD. If additional funding allows a waitlist to be opened, DHCD will post notices online and in newspapers. New recipients will be selected from waitlistcheck.com via random lottery. How do I use the voucher to rent?
Once you are approved for the program, a rent “payment standard” is determined based on the area of your choice. A payment standard is used to determine the amount of assistance your family will receive. You will be responsible for paying 30% of your monthly adjusted gross income to rent and utilities, with the voucher covering the remainder. Voucher payments will go directly to your landlord.
Once your family locates a housing unit, it must be approved by DHCD before you sign the lease. Your lease must be for at least one year and you are expected to comply with the lease and Housing Choice Voucher program terms, including paying your portion of the rent on time and keeping your home in good condition. You are also obligated to notify DHCD of any change to your family income or makeup.
Can I use my voucher to buy a home?
The Housing Choice Voucher homeownership program allows families to use their voucher to buy a home and receive monthly assistance in meeting homeownership expenses. The program is limited to first-time homeowners who have received housing counseling and meet the minimum income requirements. While only a small percentage of voucher holders qualify for this option, it is available in Maryland.
Housing Choice Vouchers assist families and individuals to find affordable, safe, and livable homes when those individuals may not, under regular circumstances, be able to afford such housing.
